Improving show quality

I come from Ireland and have noticed the greed of some production companies be it carnival/street theater or specialized show companies. For me It seems like they are now just going into the cheapest high street stores and buying unusual clothing for their groups then maybe ordering foam sheets and stripping it then attaching it to their actors heads and charging up to 5000 euro for the entry. I have watched art student graduates form companies and their work deteriorate over 20 years.... For Ireland it is a pity because we must import acts and designers for our festivals and shows because the locals are I'm sorry to say... crap! If they are offered schemes to go do development courses or go abroad to learn new techniques it's like telling a bunch of fundamentals that god doesn't exsist. Should I ignore them and go get fresh blood from the arts colleges? The students would be more than happy for the opportunity.
I just took up a position as an assistant arts festival director to save a festival that has been dead for two years. I'm looking for ideas. As a carnival artist myself I want to make bigger and better entries and maybe develope into large outdoor shows so I know by looking at festivals like the edinburgh fringe... I've got a long way to go.

If I have a beef with the world it is the cost of raw materials to make all my pieces. Polystyrene, thermal plastic, fabric, latex, feathers, alluminium etc. too expensive for the amounts I need to build on the budget I'm given.
