In the world of espionnage, a Dead Letter is the covert exchange of information between spies. A Dead Letter drop goes wrong. A bumbling spy gives the package (a bunch of flowers) to a civilian instead of his spy counterpart, who then has to retrieve the package without drawing attention from a rival agent.
