A satire about a decaying society, unable to function due to the absence of procedures.

A rather plump and round guy falls into a drain hole and gets stuck. The authorities are unable to take him out because they don't have any procedures on this case of incident. The lack of procedure determines a series of hilarious, grotesque and even absurd events.
