Serial killer on the loose seeking justice

Someone is dishing out their own form of justice, hanging wrong doers and scum, or he/she thinks. Bishop, the lead detective on the case can't seem to get ahead of this killer, until clues start coming in, particularly when the killer kills her junkie sister. Turns out its Bishop's attention that the Hangman wants.
