Dante, an Italian policeman suffering from lung cancer discovers an international racket between governments and the tobacco industry. They have plotted to put toxic substances in cheap cigarettes to reverse population growth. He has an affair with Monika, a lab technician, who is also convinced of the conspiracy. She is murdered and he goes on a killing spree of tobacco representatives. Dying of cancer and gunshot wounds he delivers evidence to a journalist.
