A story about a future where we are all controlled by computer chips

The government are called the UIC (Utopian International Coalition) and provide chips to new born babies. These chips reduce emotions such as fear, anger, hate, jealousy but also love, passion etc. the human race have become logical, coherent thinkers but now act more like machines than humans. The base chips can be upgraded in many ways with the right amount of 'euro credits', e.g. multi-language chips and brain enhancing chips. But, like with all technology these chips sometimes malfunction causing the owners to have uncontrolled fits of emotion. These people are called defects. Those who don't immediately report their malfunction are restrained by the government police/ controllers until their chips are reactivated. These are some people like George who refuse to have the base chips and are black listed by the government.
