When Karen Johnson, a local resident and a committed member of the Bottomswick Neighbourhood Watch, spotted a hooded figure late at night walking down her road breaking lockdown rules by going on their second walk of the day, she set in motion the largest investigation the small town of Bottomswick had ever seen.
