can't apply to jobs after upgrading to pro

i just upgraded to pro a few days ago. however there is no "apply" on any of the jobs now. i was a pro a while back. this never happened. i tried to contact mandy via their contact on the site. heard nothing. then tried via an email to mandy. heard nothing. not even an email saying they got my 2 emails. so now i guess i call the not toll free number?

anyone know what's going on? i tried logging out and back in. did not work either. tried a second browser. did not work. but this is the set up i have always used.

Since paying for the pro, I have gotten nothing but leads to jobs in departments I don't do, absurdly low paying jobs or in locations out of my area when I listed. What IS going on??
